I had written a batch script a while back to scan my entire network to get a list of ips and computer networks and it would waste time on the fire wall that wouldnt answer and ip addresses that weren't assigned to any computers.

you should have a 'TRACERT.EXE' file. If you have, see if it runs from that directory OK. If it does run from there, then your PATH environment variable is possibly incorrectly set. If it isn't there then you need to replace it with a working copy and find out why its missing/deleted.

You may get a missed ping reply if your pinging slow network gear over a VPN or distant MPLS, but it speeds up the tracert to about 40 seconds.
